About the Program

The Community Enhancement Program gives residents the opportunity to host clean up events right in their own neighborhood. Once a year, residential areas are eligible to apply and receive large, roll-off dumpsters for trash and yard trimmings disposal, delivered right to your neighborhood for a one day event - and the City pays the disposal cost as part of the Community Enhancement Program!

Program Guidelines

For Thousand Oaks residents only. County unincorporated areas are not eligible for the program.

A minimum of four weeks advance notice is required to schedule an event. This provides adequate time to promote the program to the neighborhood and allow neighbors to prepare for the event.

A minimum 15 participating households are required for eligibility. Please provide program information to the entire street or neighborhood.

Neighborhoods are eligible for one clean up event every 12 months.

Events are not intended for individual use. Clean up events are designed for general neighborhood cleanup, and are not intended for large clean up or disposal needs of an individual resident.

One day collection. Clean up events are held on Saturdays from 8:00 a.m. to noon. Depending upon the size and needs of your area, two 40 cubic yard dumpsters (one for trash and one for yard trimmings) are delivered to your area between 7:00 – 8:00 a.m. on the Saturday of your choice, and picked up that same afternoon. Dumpsters may not be left overnight to avoid illegal and hazardous material dumping.

Limited quantity of materials per resident. For example, a resident cannot use a free bin for a driveway or roofing removal project, or large landscaping project.

Participants must have a current account in good standing with a City-franchised residential trash service provider.

Disposal companies are chosen according to your residential service provider.

No liquid, hazardous waste, or tires. Please visit Household Hazardous Waste Program for information on hazardous waste disposal or call the City's Environmental Hotline at (805) 449-SAVE.

Bins must be monitored at all times. Volunteers must monitor the bins during the event to avoid illegal dumping or misuse of the bin. Note: If the bin is not properly monitored and hazardous materials are found in the bin, the volunteer coordinator and/or neighbors may be held responsible for disposal costs and the neighborhood may not be eligible to apply for future events.

Keep it out of the landfill (waste reduction). To encourage waste reduction and re-use, the volunteer coordinator should assess the material to be disposed of and divert materials if possible. For example, clothing, shoes, and other reusable items, may be diverted from the landfill by coordinating with local charities and thrift stores for pick up. In addition, residents with bulky-items such as furniture and TV’s, are strongly encouraged to coordinate free bulky-item pick up with their waste hauler. Signage - Event coordinators are responsible for placing banners on the waste bins on the day of the event. The banners identify the bins as “Trash” and “Yard Trimmings” to ensure proper placement of waste materials. Banners are to be picked up at City Hall (Public Works Department) the week prior to the event and returned to City Hall the following week. The coordinator must remove the banners from the bins before the bins are picked up by the disposal company. Materials promoting household hazardous waste disposal and other City programs may be given to the coordinator for distribution as well. Coordinators will be held responsible for lost or stolen signage.

Clean Up. The coordinator is responsible for working with the designated hauler to schedule post event clean up, including disposal of illegal dumping at the program's conclusion.

Steps to Apply

Step 1 - Verify Eligibility
A volunteer coordinator should first contact the City to determine whether they are eligible for the program. Please contact Public Works at (805) 449-2400 or e-mail GoGreen@toaks.org.

Step 2 - Complete and Submit Application DocumentsIf eligible, the volunteer coordinator must complete and submit the following items:

          2) A sample of the flyer to be used to publicize the event

          3) Participants who have not coordinated a neighborhood cleanup event during the previous year will also need to collect and submit a list of addresses and signatures of participating households to verify neighborhood participation. Download the participant sign-up sheet

Note: Once your application has been received, you will be contacted to discuss and confirm the details of your cleanup event.

Step 3 - Promote and Conduct Your Neighborhood CleanupOnce approved, the volunteer coordinator can begin promoting the event via flyer, HOA newsletter, door to door visits, etc. On the program date, participating residents can dispose of unwanted trash, recyclables, and yard trimmings during the designated program time.

Don't Forget - During the week prior to the cleanup event, the volunteer coordinator must pick up program banners at the Public Works Department customer service counter and arrange for them to be hung on dumpsters at the start of the event.
